Rudy seemed genuine in his strong beliefs regarding limited government - an idea foundational to the Federalist Society. He also spoke in some detail about the positive changes he had effected in NYC, and how those policies would have similar results if applied to the federal government.

Mitt Romney has his business experience; John McCain his national security experience; Rudy has his executive experience, which, together with his law record, is a pretty good sell with a group like the Federalist Society.
