Bill Richardson is known for his jokey manner. So one could take this as just Richardson joking around. Or one could take it as Richardson doing a poor job at referencing God:

"Iowa, for good reason, for constitutional reasons, for reasons related to the Lord, should be the first caucus and primary," he said Monday in Iowa.

"Reasons related to the Lord"? Des Moines Register reporter Jason Clayworth talked to some folks at the event who admitted it was "a little weird." Another said, "Richardson has the saving grace of not taking himself too seriously. It was one of those off-the-cuff remarks that can't be taken as seriously as the punsters will make it." Which, while it mitigates the silly God reference, is still a back-handed compliment.
